In his annual address to the Academic Council, University President John Hennessy sketched the details of a preliminary proposal by Stanford to establish an engineering and technology research campus in New York City, possibly on Roosevelt Island, which stretches two miles in the East River between the boroughs of Manhattan and Queens. Stanford was responding, as did more than two dozen schools in the United States and overseas, to an overture from the city, which wants to spur economic growth with innovation in engineering, applied sciences and information technology.

Hennessy outlined an initial vision that encompasses a five-year start-up phase, entailing about 25 faculty and some 500 master's and doctoral students, with an eventual increase to 100 faculty and perhaps 2,000 students.

The city's formal request for proposals, and follow-up from the institutions showing interest, is expected this summer.
