The report assesses poverty rates, social safety net measures, inequality in income, wealth, health and education, and concludes: "It is worth considering whether a no-holds-barred commitment to job-delivering reform might be a more efficient and sustainable way forward" as opposed to piecemeal attempts to reform institutions.
