More than 1,000 people blocked access routes to the Hoover Institution on April 21, causing a change in President George W. Bush’s campus itinerary. White House press secretary Scott McClellan told the New York Times that the motorcade was rerouted to the campus home of former Secretary of State George Shultz. Bush met with Hoover fellows there before dining with Shultz.
